It will also strengthen Seoul's relationship with the United States, which remains an essential partner in the advancement of the liberal democratic world order.<br /><br />Another challenge for Seoul is to revamp its complex relationship with China the nation's largest trading partner. The Yoon administration has made significant progress in establishing multilateral security structures such as the Quad. However, it must be mindful of the need to maintain economic connections with Beijing.<br /><br />Younger voters appear to be less influenced by this viewpoint. This new generation is more diverse, and its outlook and values are changing. This is evident by the recent rise of Kpop, as well as the growing global appeal of its culture exports. It's too early to know if these factors will influence the future of South Korea's foreign policy. These initiatives include the first Korea-Pacific Islands Summit, and the second Asia-Pacific Summit for Democracy.<br /><br /><br /><br />These initiatives may seem like small steps, but have allowed Seoul to build new partnerships to promote its views regarding regional and global issues. For example, the 2023 Summit for Democracy emphasized the importance of democratic practice and reform to tackle issues like corruption, digital transformation and transparency. The summit announced $100 million in development cooperation projects that will help support democracy, including anti-corruption and electronic governance efforts.<br /><br />Additionally, the Yoon government has proactively engaged with countries and organizations that have similar values and priorities to support its vision of a global security network. These are countries and organizations that include the United States of America, Japan, China and the European Union. They also include ASEAN members as well as Pacific Island nations. Progressives have been criticized by some for these activities as lacking in values and pragmatism, but they are able to help South Korea develop a more robust toolkit for dealing with countries that are in a state of rogue, like North Korea.<br /><br />The importance of values in GPS, however, could put Seoul into a strategic bind in the event that it is forced to decide between interests and values. The government's concern for human rights and its refusal to deport North Koreans convicted of crimes could cause it, for instance to prioritize policies that are not democratic in Korea. This is particularly true if the government faces a situation similar to the case of Kwon Pong, who was a Chinese advocate who sought asylum in South Korea.<br /><br />South Korea's trilateral collaboration with Japan. The Summit's outcomes include a joint Declaration, a Statement on Future Pandemic Prevention, Preparedness and Response as well as an agreement on Trilateral Intellectual Property Cooperation. These documents are significant because they set high-level goals, which in some cases, may be contrary to the collaboration between Tokyo and Seoul with the United States.<br /><br />The objective is to develop a framework of multilateral cooperation for the benefit of all three countries. The projects will include the use of low-carbon technologies, innovative solutions for an aging population and joint responses to global issues such as climate changes, epidemics and food security. A clear distinction can help to minimize the negative effects of a strained relationship with either China or Japan on trilateral relations with both.<br /><br />China is mostly trying to build support among Seoul and Tokyo against protectionist policies in the next U.S. administration. This is reflected in China's emphasis on economic cooperation. Additionally, Beijing is likely hoping to stop security cooperation with the United States from undermining the importance of its own trilateral military and economic relationships with these East Asian allies. This is a tactical move to combat the growing threat of U.S. protectionism and establish an avenue to counter it with other powers.<br /><br />
